In Nagercoil, 2003, teenager Bhavani witnesses his family get murdered by his father's rivals. He is forced to take the blame and is incarcerated in a juvenile detention facility, where he is tortured mercilessly. As a consequence, he develops a ruthless and brash persona. Years later, Bhavani escapes from the facility and becomes a criminal in the lorry and trade business. Gradually, he becomes a feared gangster, and remains immune from punishment by coercing the inmates of the detention facility to take the blame. Grooming an enormous empire for himself he grows on par with his father's former rivals and eventually kills them.
In Chennai, 2019, John J.D Durairaj, a popular college lecturer beloved by his students for his student-friendly approach, is struggling with alcoholism and bitter dislike from fellow staff. Only Charu, a newly hired lecturer at his college, sympathizes with him. After he organizes a college election that goes awry, he is assigned to the juvenile detention facility for a three-month assignment. The staff tells him that he volunteered for the job, but he does not recall doing so. He reluctantly assumes his new position, and is warned by the prison authorities of the rampant drug abuse and violence there, but J.D. pays no heed.
The next day, J.D discovers that two young inmates, brothers Sabari and Manikandan, were murdered. He is interrogated by police. A grief-stricken Charu admonishes him for his reckless and negligent behaviour, revealing that she was the one who had signed him up for the job, believing him to be the only teacher capable of understanding the needs of the inmates. She reveals herself as an non-governmental organisation volunteer investigating the crimes occurring in the facility; the brothers had desperately contacted her for help. While in detention, J.D. discovers a letter written by the brothers to him, detailing the horrific activities taking place inside the centre. Heartbroken, he thrashes Bhavani's goons who had been dispatched to kill him and calls him, promising to end his reign of terror and crime. He redeems himself and quits his tryst with alcohol.
Now reformed, J.D. slowly gains control over the institution and begins to reform the inmates, with the help of Charu and the facility's authorities. His actions are opposed by Das, an older inmate responsible for the illegal drugs and alcohol. With the support of a young inmate, Undiyal, J.D. uncovers the various crimes and gets the inmates to record confessions. J.D. discovers that Bhavani regularly makes the inmates take the blame for his crimes. Bhavani's goons target Charu and retrieves the video from her, sparing her only because of Undiyal's timely intervention.
Undiyal reveals that selected inmates of the facility are tattooed with the Tamil letter Pa a symbol that allows them unrestricted access to free food and drugs from Bhavani's associates. J.D. targets and raids the respective establishments and cuts off the drug supply to the detention facility, much to Bhavani's frustration. He also sneaks into Bhavani's place and warns Bhavani's men to stand down, threatening them of dire consequences (while unknowingly holding Bhavani himself at knifepoint).
Bhavani retaliates by killing J.D.'s associates. With J.D. distracted, Das drags most of the inmates out of the facility, including Undiyal, to transport them out of Tamil Nadu. J.D., with the help of his friend Vaanathi, who is an expert in archery, manages to subdue Das' men and rescues the children. J.D. then confronts Das and makes him realize that Bhavani only intends to use the latter as a pawn for his crimes. Das reforms himself and transports J.D. to Bhavani's headquarters. Bhavani attempts to have J.D. and Das killed. The duo subdue Bhavani's men and fights him. He attempts to form a truce and escape, but J.D. overpowers and kills him. With the children safe, J.D. and Das surrender to the police.
The detention facility is shut down by the government, with the inmates being sent to other detention facilities and state prisons, on the basis of their age. J.D. and Das are imprisoned together, indicating the duo's intention to reform the prison's inmates as well.

2019 චෙන්නායි හි ජෝන් "ජේ.ඩී." තම ශිෂ්‍ය හිතකාමී ප්‍රවේශය නිසා තම සිසුන්ගේ ආදරණීය ජනප්‍රිය විශ්ව විද්‍යාල කථිකාචාර්යවරයකු වන දුරෙයිරාජ් මත්පැන් හා සෙසු කාර්ය මණ්ඩලයේ දැඩි අකමැත්ත සමඟ පොරබදමින් සිටී. ඔහුගේ විද්‍යාලයේ අලුතින් බඳවා ගත් කථිකාචාර්යවරයකු වන චාරු පමණක් ඔහුට අනුකම්පා කරයි. ඔහු විශ්ව විද්‍යාල මැතිවරණයක් සංවිධානය කිරීමෙන් පසුව, ඔහු මාස තුනක පැවරුමක් සඳහා බාල වයස්කාර රැඳවුම් කඳවුරකට අනුයුක්ත කරනු ලැබේ. ඔහු කාර්යය සඳහා ස්වේච්ඡාවෙන් ඉදිරිපත් වූ බව කාර්ය මණ්ඩලය ඔහුට පවසන නමුත් ඔහු එසේ කිරීම මතක නැත. ඔහු අකමැත්තෙන් වුවද සිය නව තනතුර භාර ගන්නා අතර, එහි පැතිරී ඇති මත්ද්‍රව්‍ය සහ ප්‍රචණ්ඩත්වය පිළිබඳව බන්ධනාගාර බලධාරීන් විසින් අනතුරු අඟවනු ලැබුවද, ජේ.
පසු දින ජේ. ඩී තරුණ රැඳවියන් දෙදෙනෙකු වන සබාරි සහ මානිකන්දන් ඝහතනය කළ බව සොයා ගනී. ඔහු පොලිසියෙන් ප්‍රශ්න කරයි. ශෝකයට පත් චාරු ඔහුගේ නොසැලකිලිමත් හා නොසැලකිලිමත් හැසිරීම ගැන ඔහුට අවවාද කරයි. රැඳවියන්ගේ අවශ්‍යතා තේරුම් ගත හැකි එකම ගුරුවරයා ඔහු බව විශ්වාස කරමින් ඔහු එම රැකියාව සඳහා අත්සන් කර ඇත්තේ ඇය බව හෙළි කරයි. මෙම ස්ථානයේ සිදුවන අපරාධ විමර්ශනය කරන රාජ්‍ය නොවන සංවිධාන ස්වේච්ඡා සේවිකාවක් ලෙස ඇය හෙළි කරයි; සහෝදරයන් උපකාරය සඳහා ඇයව දැඩි ලෙස සම්බන්ධ කර ගෙන තිබුණි. රැඳවුම් භාරයේ සිටියදී, ජේ. ඩී. සහෝදරයන් විසින් තමාට ලියන ලද ලිපියක් සොයාගනිමින්, මධ්‍යස්ථානය තුළ සිදුවන බිහිසුණු ක්‍රියාකාරකම් විස්තර කරයි. සිත් තැවුලට පත් ඔහු භවානිගේ මැරයන් ඔහුව මරා දැමීමට පිටත් කර යවා ඔහුට කතා කර, ඔහුගේ භීෂණය හා අපරාධ පාලනය අවසන් කරන බවට පොරොන්දු විය. ඔහු තමාවම මුදවාගෙන මත්පැන් පානය කිරීම නතර කරයි.
දැන් ප්‍රතිසංස්කරණය කර ඇති ජේ.ඩී. ආයතනය සෙමෙන් පාලනය කර චාරුගේ සහ පහසුකම් බලධාරීන්ගේ සහාය ඇතිව රැඳවියන් ප්‍රතිසංස්කරණය කිරීමට පටන් ගනී. ඔහුගේ ක්‍රියාවන්ට විරුද්ධ වන්නේ නීති විරෝධී මත්ද්‍රව්‍ය සහ මත්පැන් සම්බන්ධයෙන් වගකිව යුතු වැඩිහිටි රැඳවියෙකු වන දාස් විසිනි. තරුණ රැඳවියෙකු වන උන්ඩියල්ගේ සහාය ඇතිව ජේ.ඩී විවිධ අපරාධ අනාවරණය කර පාපොච්චාරණ වාර්තා කිරීමට රැඳවියන් ලබා ගනී. භවානි නිතිපතා රැඳවියන් ඔහුගේ අපරාධවල වගකීම භාර ගන්නා බව ජේ.ඩී. භවානිගේ මැරයන් චාරු ඉලක්ක කර ඇයගෙන් වීඩියෝව ලබා ගනී, ඇයව බේරාගන්නේ උන්ඩියල්ගේ කාලෝචිත මැදිහත් වීම නිසා පමණි.
භවානිගේ සහචරයින්ගෙන් නොමිලේ ආහාර සහ මත්ඩ්‍රව්‍ය ලබා ගැනීම සඳහා බාධාවකින් තොරව ප්‍රවේශ වීමට ඉඩ සලසන සංකේතයක් වන "පා" යන දෙමළ අකුරින් පච්ච කොටා ඇති බව උන්ඩියල් හෙළි කරයි. ජේ.ඩී විසින් අදාළ ආයතන ඉලක්ක කර වැටලීම් කර රැඳවුම් කඳවුරට මත්ඩ්‍රවුය සැපයුම කපා හැරීම භවානිගේ කලකිරීමට හේතු විය. ඔහු භවානිගේ ස්ථානයට රිංගා භවානිගේ මිනිසුන්ට නැගී සිටින ලෙස අනතුරු අඟවයි. දරුණු ප්‍රතිවිපාක ගැන තර්ජනය කරයි (නොදැනුවත්වම භවානි පිහියෙන් ඇනගෙන).
භවානි පළිගන්නේ ජේ.ඩී.ගේ සහචරයන් ඝහතනය කිරිමෙන්. ජේ.ඩී.ගේ අවධානය වෙනතකට යොමු වීමත් සමඟ, දාස් උන්ඩියල් ඇතුළු බොහෝ රැඳවියන් තමිල්නාඩුවෙන් ප්‍රවාහනය කිරීම සඳහා ඇදගෙන යයි. දුනු ශිල්පයේ ප්‍රවීණයෙකු වන ඔහුගේ මිතුරා වනනාතිගේ සහාය ඇතිව ජේ.ඩී, දාස්ගේ මිනිසුන් යටත් කර ගැනීමට සහ දරුවන් බේරා ගනී. ජේ.ඩී පසුව දාස්ට මුහුණ දෙන අතර භවානි අදහස් කරන්නේ ඔහුගේ අපරාධ සඳහා ඉත්තෙකු ලෙස භාවිතා කිරීමට පමණක් බව ඔහුට වැටහෙයි. දාස් තමාම ප්‍රතිසංස්කරණය කර ජේ.ඩී භවානි මූලස්ථානයට ප්‍රවාහනය කරයි. භවානි ජේ.ඩී සහ දාස් මරා දැමීමට උත්සාහ කරයි. මොවුන් දෙදෙනා භවානිගේ මිනිසුන් යටත් කර ඔහු සමඟ සටන් කරති. ඔහු සටන් විරාමයක් ඇති කර පලා යාමට උත්සාහ කළද ජේ.ඩී ඔහුව පරාජය කර මරා දමයි. ළමයින් ආරක්ෂිතව සිටින විට ජේ.ඩී. සහ දාස් පොලිසියට යටත් වෙති.
රැඳවියන් ඔවුන්ගේ වයස අනුව වෙනත් රැඳවුම් ස්ථාන සහ රජයේ බන්ධනාගාර වෙත යවනු ලැබීමත් සමඟ රජය විසින් රැඳවුම් ස්ථානය වසා දමා ඇත. බන්ධනාගාර රැඳවියන් ද ප්‍රතිසංස්කරණය කිරීමට ඔවුන් දෙදෙනාගේ අභිප්‍රාය පෙන්නුම් කරමින් ජේ.ඩී සහ දාස් එකට සිරගත කරනු ලැබේ.
